Retaining wall can be built with different levels of submersion to the ground. On perfectly flat ground theres 6 different levels of submersion, on steep slopes there can be none.

It is advised to place Retaining Walls exactly on the center of a excavating/dumping tile border, as otherwise excavators will be able to dig "through" the wall and trucks dump "over" it, when assigned to a mining tile which is colliding with the wall.
