Spent Fuel is the leftover material of using Uranium Rods in a Nuclear Reactor to create Steam (High). Spent Fuel needs to be stored in a Radioactive Waste Storage or else it causes radiation, which is bad for Health.
After unlocking Nuclear Reactor II (Research), Spent Fuel can be reprocessed into Reprocessed Uranium (1%), Plutonium and Fission Product in the Nuclear Reprocessing Plant.
After unlocking Fast Breeder Reactor (Research), Spent Fuel can be reprocessed into Blanket Fuel and Fission Product in the Nuclear Reprocessing Plant.
