Steam Hi is the highest energy state of Steam (Intermediate energy state being Steam (Low) and lowest energy state being Steam Depleted.)
Steam Hi is the result of boiling water hence every of it's production recepies include water.
Steam Hi can be consumed in many ways, some of them listed here: It turns into Steam (Low) by using it for energy production in a High-Pressure Turbine or is condensated into water in a cooling unit or is released into the atmosphere via a Smoke Stack.
Although other gases can be stored in a Fluid Storage[II], any sort of steam can NOT be stored in a Fluid Storage[II]. (Though water can be stored.)
